Stay Away from Green Street
In secret sessions held in Mel’s banquet room, Operation Siphon (OS) is born. Road Commission Team pours concrete for “authorized personnel only” parking places on either end of the two-block long hedgerow. Although Green is a two-way street, strange directional signs are placed just north and south of the parking places. Traffic ordinance enforcers park and wait. Confused drivers are pulled over as they transit “the hedgerow section.” Drivers are given the option to pay $100 immediately via hand-held financial transaction devices, or pay double after seven days.
In a year, City Accountant reports OS has sucked $100k. from drivers.

I hate those (no-)one-way streets… love your tale, though

I really liked the clever story for this confusing sign! The first part almost felt like a communist meeting – (Road Commission Team pours concrete…) and then I like how it turned out to be a revenue generator… and stay away from Green street – green is usually go or pleasant – but in this case – stay away…
